Per chi non ha mantenuto il Ponte Morandi sanzioni non miliardi. 18 giugno manifestazione a Genova
Il gruppo Benetton cede, Autostrade torna sotto il controllo dello Stato. Questa in sintesi la notizia del 12 giugno, nell’aria e preannunciata da settimane. L’accordo che vede acquirente il Consorzio formato da Cdp Equity e dai fondi internazionali (ovviamente privati) Blackstone e Macquarie e venditore Atlantia (la controllante del gruppo Benetton) interesserà l’88,06% di Aspi, la società Autostrade per l’Italia. Aspi diventerà quindi, una volta perfezionata e conclusa la cessione, di proprietà di Hra Holding Reti Autostradali SpA. Società di cui Cdp Equity detiene il 51% delle quote. Cdp Equity è una società per azioni del gruppo Cassa Depositi e Prestiti, il cui nome era fino al 2016 Fondo Strategico Italiano – nata con l’obiettivo di investire in imprese di “rilevante interesse nazionale”. Il Ministero del Tesoro si appresta quindi a diventare il detentore della maggioranza delle quote della principale società che gestisce infrastrutture autostradali italiane.
La notizia, nell’aria ormai da settimane, è stata salutata da fonti governative e dalla larga parte della stampa main stream filo-governativa come il ritorno del governo alla guida di Autostrade, come il trionfo del pubblico, come la chiusura di decenni neoliberisti con un grande successo nato con i governi Conte e chiuso adesso con il governo Draghi. A concludere anche l’inglorioso e travagliato capitolo iniziato dopo il crollo del Ponte Morandi a Genova. Un crollo le cui responsabilità sono apparse, con il passare dei mesi, sempre più chiare. E a cui si sono aggiunti crolli e mancate manutenzioni in varie parti d’Italia. Ci sono regioni come l’Abruzzo dove gli ultimi anni hanno visto settimane di incubo e inferno per chiusure e lavori vari. Una situazione iniziata dopo un’inchiesta della procura di Avellino che, dopo l’incidente lungo il viadotto Acqualonga dell’Autostrada A16 del 2013. «In uno dei primi dispositivi del Gip di Avellino viene scritto addirittura il sequestro è “l’unica soluzione al momento concretamente praticabile per evitare il protrarsi di una condizione di insicurezza nella circolazione stradale idonea a cagionare, anche sull’A14, un evento disastroso di proporzioni analoghe a quello verificatosi in data 28.7.2013 lungo il viadotto Acqualonga dell’Autostrada A16 in seguito al quale alcun efficace dispositivo di controllo è stato predisposto da Autostrade per tutelare l’incolumità degli utenti della strada nemmeno dopo il precedente decreto di sequestro preventivo del 30.4.2019”» sottolinea un articolo pubblicato su WordNews.it ( https://www.wordnews.it/autostrade-abruzzesi-il-problema-e-il-traffico-probabilmente-non-il-primo ) il 20 marzo 2020 riportando che una fonte vicina ad Autostrade per l’Italia «ha precisato che il “nuovo corso aziendale” ha optato per le sostituzioni, anche per superare questa “fase di stallo”».
Questa ricostruzione trionfale viene contestata da vari fronti, dopo il crollo del Ponte Morandi abbiamo assistito a mesi di annunci e proclami sul ritiro della concessione, sul privato (im)prenditore che avrebbe scontato ogni responsabilità accertata. Alla fine la vicenda si dovrebbe chiudere con la transazione annunciata nei giorni scorsi e l’accordo prevede un prezzo di 9,1 miliardi per il 100% della società. A cui vanno sommati ulteriori 200 milioni di ticking free ovvero il “rendimento del capitale” dal primo gennaio 2021 al closing, la chiusura della compravendita. Un finale sideralmente lontano da quanto prospettato dopo il crollo del Ponte Morandi a Genova e che abbiamo anticipato nell’articolo del 16 agosto dell’anno scorso sull’inaugurazione giorni dell’inaugurazione del nuovo Ponte https://www.telejato.it/cronaca/genova-perche-faber-stride-con-quella-cerimonia/ . “Per chi non ha mantenuto il Ponte Morandi sanzioni non miliardi” sarà la manifestazione che si terrà il 18 giugno alle ore 18 di fronte la Prefettura di Genova per «chiedere che venga interrotta la trattativa per l’acquisizione onerosa delle quote di Aspi da parte dello Stato e venga invece riavviato il procedimento di caducazione della concessione autostradale per le gravi inadempienze che hanno provocato la tragedia del Ponte Morandi nonché l’isolamento della Liguria con i relativi danni economici e i continui disagi per i cittadini». «Lo Stato non deve corrispondere neanche un centesimo al concessionario inadempiente, né deve consentire che gli venga reso un bene pubblico deteriorato e da tempo non soggetto alla corretta manutenzione, su cui dovrà investire risorse dei contribuenti per ripianare le inadempienze» sottolineano i promotori. Saranno presenti i parlamentari de “l’Alternativa c’è” Mattia Crucioli e Bianca Laura Granato (Senato), Pino Cabras, Francesco Forciniti, Emanuela Corda, Jessica Costanzo e Raffaele Trano (Camera dei Deputati), il Consigliere Regionale Ferruccio Sansa e la Lista Sansa, il Comitato Autostrade Chiare, il Comitato Zona Arancione Ponte Morandi, l’Unione Comitati di quartiere Genovesi e Italia Nostra sezione Genova – organizzatori dell’iniziativa – invitano tutte le associazioni e i cittadini genovesi a partecipare e promuovere la manifestazione per contrastare questa intollerabile ingiustizia. Hanno già aderito all’invito dei promotori: il Comitato vittime del ponte Morandi, il Comitato San Cristoforo, Italia Nostra Genova, il Comitato salviamo Genova e la Liguria, EcoIstituto di Reggio Emilia e Genova, il Circolo Nuova Ecologia di Genova, il Presidente della Commissione Antimafia Nicola Morra, il Senatore Gianluigi Paragone, il Senatore Elio Lannutti, il Senatore Lucio Malan, il Presidente di Azione Civile – Popolo per la Costituzione Antonio Ingroia, il Deputato già Ministro dell’Istruzione, Università e Ricerca Lorenzo Fioramonti, il Presidente di Primocanale già Senatore membro della commissione infrastrutture e trasporti Maurizio Rossi, la Presidente di Legambiente Ovadese Michela Sericano, il Viccepresidente di Legambiente del Vercellese Gian Piero Godio, il Consigliere comunale Comune di Ceranesi Gerardo Altosole.
«Non c’è nulla per cui festeggiare ed esultare. Sarà una transazione che indigna e che, ancora una volta, favorisce un grande imprenditore privato a danno dell’interesse pubblico e dei cittadini. Dopo decenni di gestione i cui effetti sono sotto gli occhi di tutti, dopo il crollo del Ponte Morandi a Genova e altri gravissimi disastri, non soltanto i Benetton e i loro dirigenti non sono stati inchiodati a pagare per le proprie responsabilità ma verranno addirittura, ancora una volta, foraggiati di miliardi di euro prelevati dalle casse pubbliche, dalle tasche di tutti i cittadini» la presa di posizione di Antonio Ingroia e Azione Civile – Popolo per la Costituzione in adesione alla manifestazione. «Quanto sta accadendo è inaccettabile e vergognoso per uno Stato che, ancora una volta, piega la testa di fronte a lobby e (im)prenditori privati che hanno curato i propri interessi privati a scapito della collettività. È una dinamica che troppe volte abbiamo visto e su cui già in passato ci siamo espressi in maniera dura ed indignata – evidenziano – È stato quindi naturale per noi aderire all’appello “Per chi non ha mantenuto il Ponte Morandi sanzioni non miliardi” e alla manifestazione che si terrà il 18 giugno di fronte la Prefettura di Genova. Come riportato nell’appello “lo Stato non deve corrispondere neanche un centesimo al concessionario inadempiente, né deve consentire che gli venga reso un bene pubblico deteriorato e da tempo non soggetto alla corretta manutenzione, su cui dovrà investire risorse dei contribuenti per ripianare le inadempienze” e facciamo nostra la richiesta di “non scendere a patti con chi ha svenduto la sicurezza di tutti per il proprio personale tornaconto”». L’appello dei promotori, raccolto anche da Ingroia e da Azione Civile – Popolo per la Costituzione, è a non rimanere “muti di fronte a questo sopruso” e a partecipare alla manifestazione per esprimere “il vostro sdegno insieme a noi”.
