Riproponiamo questo comunicato dell'anno scorso sempre di stretta attualità.
Tema sempre attuale, i mesi e gli anni passano ma anche d’inverno permangono chiusure improvvise o programmate. E crisi idrica è termine sempre d’attualità: in questi giorni è emerso che 30.000 cittadini (il 19% del totale dei cittadini a cui l’erogazione dovrebbe essere fornita dalla Sasi) sono senza erogazione idrica notturna. Riproponiamo questo comunicato dell’anno scorso sempre di stretta attualità.
Azione Civile – Popolo per la Costituzione Abruzzo e Antonio Ingroia: «anche nelle ultime settimane migliaia di cittadini senz’acqua anche per giorni e settimane intere. Da Sasi ed Aca la solita litania di chiusure ed interruzioni è fiorente anche in queste settimane».
Anno nuovo, abitudini vecchie. Forse con la multa del 2021 potrebbe cessare l’emergenza sanitaria pandemica ma ci sono emergenze che appaiono ineluttabili. Tra i primi per l’Abruzzo quella idrica: anche nelle ultime settimane della provincia di Pescara e Chieti stanno vedendo migliaia di cittadini senz’acqua anche per giorni e settimane intere. Da Sasi ed Aca la solitaria litania di chiusure ed interruzioni è fiorente anche in queste settimane.
Scorrendo gli anni troviamo annunci su annunci, fondi dal masterplan e dall’Europa, dal Governo e dalla Regione. Annunci di lavori, rifacimenti, ammodernamenti. E ogni volta che i lavori annunciati saranno quelli che risolveranno i problemi ed eviteranno nuove emergenze in futuro. Ultimo di recente da parte del presidente Sasi Basterebbe, ex amministratore PD di San Vito Chietino e nelle scorse elezioni comunali vastesi mandatario della campagna elettorale del candidato (poi eletto sindaco) PD Francesco Menna. Ma finora siamo sempre rimasti allo stesso punto. O quasi. Cambia solo, in aumento, l’importo delle bollette.
In questi anni, molti e lunghi, i cittadini hanno assistito continuamente al ritorno del pescarese “partito dell’acqua” (varie volte finito al centro di scandali e inchieste giudiziarie) e a liti tra partiti di centrodestra e centrosinistra per i consigli di amministrazione: così come accade per altri settori, come la sanità, dibattiti tra PD e centrodestra su come riempire le caselle , su cosa “spetta” all’uno e cosa all’altro. Risolti puntualmente con il più classico manuale cencelli. Ma dalla cronaca delle assemblee non pare sia mai arrivata una vera profonda e attenta discussione e riflessione sullo stato dell’arte e sulla tutela (dovremmo dire ripristino) di un diritto fondamentale della cittadinanza.
Di fronte al razionamento idrico, alla non erogazione per tantissime ore, il cittadino praticamente rimane da solo, invitato di fatto a garantirsi tutto da solo. L’acqua non c’è, quindi adattatevi con serbatoi e autoclavi. Come proposto di recente dalla dirigenza dell’ACA. Così come, davanti ad una rete vetusta che sconta perdite anche superiori al 50% in svariati tratti il solito trito e ritrito invito ai cittadini a “risparmiare”, quasi colpevolizzando loro dell’emergenza continua, assumono tratti sconcertanti.
L’acqua non è una merce qualsiasi, stiamo parlando del bene per eccellenza. Di un diritto vitale. Non di un lusso per pochi. E, in anni di crisi, impoverimento, disoccupazione crescenti chiedere – a chi già è gravato dal peso delle bollette aumentate – di accollarsi nuovi oneri non è sostenibile. Perché non tutti possono essere permettersi pozzi, autoclavi o altre spese similari. Senza dimenticare anziani e malati gravi.
Basta emergenze, basta solitario vecchia politica politica sul bene comune più prezioso e vitale. Necessaria svolta immediata e che si cambi direzione: la gestione dev’essere totalmente pubblica, partecipata dalla cittadinanza e trasparente. Va superata la logica spartitoria e riconsegnata la gestione del servizio idrico integrato alla collettività. E non ai palazzi della “politica politicante”. Aziende come la Sasi e l’Aca non devono essere più governate dai partiti e nei palazzi ma con una gestione popolare.
